Unified Development Ordinance
Gwinnett’s Unified Development Ordinance contains regulations governing zoning and land use, development and permitting, landscape requirements, architectural guidelines, as well as procedures for the administration and application of those regulations.
The Board of Commissioners amended the Code of Ordinances of Gwinnett County in fall 2023 by amending Title 1, Title 2, Title 3, and Appendix Sections 1.0 through 5.0, to add clarifying language, remove obsolete information, update regulations based on current and/or best practices, and more. This ordinance is set to go into effect on January 1, 2024.

About Planning and Development
The Department of Planning and Development serves to promote and enhance the well-being of residents and businesses in Gwinnett County by planning for growth and maintaining adopted standards for development.
The department consists of the Planning, Development, Building, Code Enforcement, and Administration Divisions, and is responsible for community planning, authorizing permits for site development and building construction projects, issuing business licenses, enforcing county codes, and ordinances.
The department strives to provide an elite level of service to each resident and business. For added convenience, customers can access services pertaining to zoning, inspections, and permitting by visiting the ZIP Portal.
