COUNTY STATEMENT REGARDING THE PROVISION OF SERVICES WITHIN THE CITY OF MULBERRY


(Lawrenceville, Ga., Jan. 3, 2025) – On Oct. 24, 2024, the city of Mulberry’s transition team issued a legal Notice of Intent to Gwinnett County Government, stating that, effective Jan. 1, 2025, the city will take over the following services:

  • Code enforcement and planning and zoning powers and issuing of all associated permits and inspections consistent therewith.
  • Receipt of State of Georgia collected insurance tax.
  • Receipt of telecommunications franchise fees, electric and natural gas franchise fees, issuance of utility permits, and enforcement of remediation of city right of way associated with utility permits.
  • Collection of Title Ad Valorem Tax.
  • Issuance of financial institution occupational tax certificates and municipal enforcement of same.
  • Issuance of all other business and occupational tax certificates and municipal enforcement of same.
  • Alcohol beverage licensing, issuance of permits, enforcement and collection of fees.


Without an Intergovernmental Agreement between the city and the county, Gwinnett is legally prohibited from continuing to provide, permit or regulate these services as outlined in Mulberry’s Notice of Intent.

To date, the County has not received any requests from Mulberry for documents related to active permits or pending applications for properties within the city.

Gwinnett County will continue to provide other services, including fire and emergency services, police protection and the maintenance and operation of parks and recreation facilities for residents within the city of Mulberry.

We understand this transition may cause frustration and concern. While Gwinnett County cannot provide direct assistance with the services assumed by the city, we encourage residents and businesses to contact the city of Mulberry for guidance and support moving forward.
