Prostitution Arrests

(Monday, March 1st, 2010) Gwinnett County Vice Investigators conducted an undercover operation at a local business offering massage services.  This operation resulted in the arrest of 3 individuals for violations of State Law and Gwinnett County Ordinances. This investigation occurred at The "Lucky Good Hands Massage" parlor, located within the Mall of Georgia, an unincorporated area of Gwinnett County, near Buford. 

Preliminary investigation has found that an undercover investigator was solicited for an act of prostitution following a massage.  Gwinnett County Police Investigators routinely conduct compliance checks within businesses offering massage services.  These checks are done to ensure that businesses providing these types of service offer only legal services, in compliance with Georgia State Law and Gwinnett County Ordinance. This particular investigation was begun when investigators received an anonymous tip that acts of prostitution were occurring with the business. Undercover investigators initially entered the business approximately two weeks prior to these arrests.  At that time they found the business practices and personnel compliant with applicable law and ordinance.  As is routine, investigators revisited the business to verify their original findings.  During this second visit, the undercover investigator was solicited for an act of prostitution.  Subsequently, two subjects were arrested and another was given citations and released. 

Forty year-old Yingjiu Liu of Doraville was arrested for "Masturbation for Hire" in violation of State Law and "Massage without Permit" in violation of Gwinnett County Ordinance.  Forty-one year old Shiying Tian of Buford was arrested for "Giving a False Name" in violation of State Law and "Massage without Permit" in violation of Gwinnett County Ordinance.  Forty-one year old Xiuhai Xue was cited for "Manager not on Duty" and "Records not Maintained," both in violation of Gwinnett County Ordinance.  Liu and Tian were both transported to the Gwinnett County Jail.  They have both since posted bond and have been released.
