Water Resources Assistance Program
Gwinnett County Water Resources has partnered with Gwinnett/Walton Habitat for Humanity to provide plumbing services, septic system repair, and water saving fixtures to Gwinnett residents through the Water Resources Assistance Program (WRAP). Households in immediate need are encouraged to find currently available community resources.
How can this program help me?
Who qualifies for assistance?
- Must be a Gwinnett County homeowner
- Must live in Gwinnett County at the home requesting assistance
- Must have a household income at or below 65 percent of the Area Median Income

Why do you need my personal information and documents?
Gwinnett County may need to provide the information you share with our non-profit partners to facilitate proper tracking of the use of funds. If you fail to provide any required information and/or documentation, your application may not be processed. All information is confidential and will not be shared with outside organizations.
What documents do I need to complete the WRAP Application?
- Name, ages, and relationship of those residing in the home
- Current income (average over the last 90 days annualized) must be at or below 60 percent AMI. Income includes all adult (18 years and older) household members and unearned income attributable to a minor. The number of household members should include individuals who reside full-time, with no other place of residence. Full-time students do not need to submit income.
- Documentation of child support or alimony payments
- Documentation of home ownership (abstract, deed of trust of most recent property tax statement)
- Documentation of homeowner insurance or letter/quote of intent to acquire insurance
- Government issued ID for households members 18 years of age and older
- Latest income tax filing if you are required to file income tax
- Last 2 months of bank statements
Who is not eligible?
Homeowners who do not use the property as their primary residence, property renters, and households that have incomes above 60 percent of Area Median Income.
How much assistance can I receive?
The assistance provided is based on the needs of the homeowner and is not limited by a specific amount per homeowner. However, replacement appliance costs are set and will not be changed.
What services does the WRAP program offer?
- Plumbing repairs – Including leaking and broken toilets, plumbing fixtures, water heaters, and plumbing service lines.
- Retrofitting Homes – Retrofitting the entire home with low flow, high-efficiency toilets, faucets, and shower heads.
- Septic Systems – Including repairs and replacements.
I live outside of Gwinnett County. May I still apply?
Unfortunately, the WRAP program is only open to Gwinnett County residents. Please contact Habitat for Humanity for other programs that may be available to you.
My application has been denied – is there an appeal process?
Applicants that believe they were denied access to the Water Resources Assistance Program because of application barriers or because they were determined to be ineligible during the application and verification process, may appeal by submitting a formal request to WRAP@GwinnettCounty.com.
