Water Resources Assistance Program
Gwinnett County works with organizations to provide assistance to customers who are having a difficult time repairing leaks or fixing septic systems.

Toilet Rebate Program
As of 2021, our Toilet Recycling Program discontinued. Please coordinate with your local trash hauler or landfill for disposal.
Single Family Toilet Rebate Program
Apply for a $75 rebate per toilet after replacing inefficient toilets with Ultra High Efficient models using 1.1 gallons per flush or less.
Guidelines:
- Rebates are limited to customers of single-family residential homes built in 1993 or earlier with toilets using 3.5 gallons per flush or greater.
- Customers may apply for up to two toilet rebates per household.
- Only toilets that are Ultra High Efficient, UHET, using 1.1 gallons per flush or less are eligible for a rebate.
- Dual-flush toilets do not qualify.
- Toilets using 1.28 gallons per flush are no longer eligible.
- The rebate is applied to the property account address stated on your water bill. Only customers up to date on their bills are eligible.

Smart Leak Detection Device Rebate Program
Research shows that up to 13% of indoor water use is attributed to leaks. Smart technologies can help you save money on your water bill and avoid leaks. These devices learn your in-home water use and are quickly able to alert you of any detected water leaks. Many of these products can alert you immediately via your smartphone, helping to minimize water waste. Models are available in a wide range of capabilities and price ranges.
Smart Leak Detection Devices purchased over $100 (before tax) are eligible for a $100 credit. Smart Leak Detection Devices purchased for less than $100, before tax, are eligible for a $50 credit.
Qualifications:
- Customer must own the property where the device is installed
- Rebate only applies to residential customers
- Must be a Gwinnett Water Resouces customer
*IMPORTANT NOTE:
Customers can only receive one smart leak detector rebate per property.
Customers will be billed for water consumption based only on measurement from Gwinnett Water Resources water meter(s) serving the customer’s property. Smart Leak Detection devices provide detailed information on daily water use, but the device readings will not always match the total monthly reads from Gwinnett of Water Resources meter(s), which are billed for periods that do not necessarily coincide with the calendar month. The water meter is the official measuring device for all purposes, including billing and compliance with applicable laws of governing use and conservation of water.
