Divisions
Transportation Planning, Design, and Construction
Transportation Planning, Design, and Construction collaborates with internal and external stakeholders, including the Board of Commissioners, city representatives, community improvement districts, and residents. Our primary focus is planning, designing, and constructing transportation projects that contribute to the well-being of residents and the traveling public in Gwinnett.
Planning Division
This division evaluates and analyzes potential impacts on the county's transportation network due to proposed land development. We also apply for state and federal funding for transportation-related studies and projects and implement comprehensive transportation planning efforts within the county and localized regions.
Design Division
Managing pre-construction activities from initial concepts to the final plans, this division also reviews submittals to issue utility permits within the county's right-of-way. In addition, the Design Division answers resident inquiries about project status, responds to requests for new transportation improvements, and collaborates with internal and external stakeholders.
Construction Division
Playing a crucial role in managing and overseeing the construction of transportation improvement projects funded by SPLOST and state and federal grant funds, this division handles various projects, including bridge replacements, road widening, turn lane additions, roundabout installations, trail projects, and sidewalk extensions.

Safety, Mobility, and Business Services oversees key areas that contribute to efficiency, safety, and community engagement in the transportation sector.
Safety Programs involve initiatives that reduce accidents, injuries, and fatalities on roadways, including traffic safety and infrastructure improvements in collaboration with law enforcement.
Mobility Planning strategically plans to enhance transportation flow, overseeing projects from inception to completion, aligning with safety and mobility goals, and utilizing data analysis.
Regulatory Compliance ensures strict adherence to relevant regulations and standards in safety, mobility, and business practices within the transportation sector.
Business Services oversees functions for the seamless operation of SPLOST programs and state and federal grant projects, including budgeting, financial management, procurement, contract administration, and other key business-related aspects.
Roadways, Signals, and Aviation
Roadways, Signals, and Aviation is dedicated to maintaining different facets of the County’s infrastructure, including roadways, traffic signals, and aviation.
Roadways Division
This division plans, designs, and oversees the maintenance and improvement of our roadways, including construction, repairs, and enhancements. Additionally, the division implements safety measures on roadways and at intersections through signage, road markings, and traffic control devices that contribute to overall road safety for both drivers and pedestrians.
Signals Division
This division manages and optimizes traffic signal systems, overseeing installation, maintenance, and coordination at intersections to enhance traffic safety and minimize congestion for a smoother flow of transportation.
Aviation Division
Focusing on planning and managing aviation-related projects, this division oversees the development and maintenance of the Gwinnett County Airport – Briscoe Field, helipads, and other aviation infrastructure. Through a comprehensive approach to safety, efficiency, and compliance, this area fosters fosters a secure and well-functioning transportation network in Gwinnett County.
Transit Planning and Capital Projects
Transit Planning and Capital Projects is dedicated to addressing critical capital-related public transit needs in the county through collaborative partnerships with the community for short- and long-range planning initiatives. . This area prioritizes equity and accessibility for all, ensuring that projects adhere to Title VI, DBE, and ADA federal and state regulations. We strive to develop and deliver the capital program with innovative technology, aiming for a faster and smarter journey by facilitating the expansion of infrastructure and building a stronger foundation for a more connected community.
Additionally, our focus includes maintaining transit assets through the effective management of the State of Good Repair Formula Program, ensuring that our transit assets remain in superior shape for a more reliable mobility option. We also actively collaborate with federal, state, and regional agencies to leverage funding opportunities, further supporting our mission to enhance public transit services in Gwinnett.
