Gwinnett County Citizens Corps Council
The Gwinnett County Citizen Corps Council was formed by County Resolution on October 15, 2013.
The mission of the Gwinnett County Citizen Corps Council is to form a partnership between the Gwinnett County community, government, business, faith-based and volunteer organizations to make the greater Gwinnett community safer, stronger, and better prepared to respond to the threats of terrorism, crime, public health epidemics, and disasters of all kinds. This will be achieved through cooperation, coordination, communication, and collaboration of member organizations.
The Council will serve as a Community Organization Active in Disaster (COAD) to enhance the community’s ability to mitigate, prevent, prepare for, respond to and recover from disasters, thus ensuring that the human needs inherent in a disaster situation are evaluated and addressed. It will build on community strengths to develop and implement a local strategy to promote participation. COADs proactively look for ways to mitigate against disasters at the local level. COADs represent many human service providers and have a concern for community resilience.
Members are appointed by the Gwinnett County Director of Emergency Management.

Gwinnett Citizen Corps Council members represent community, government, business, faith-based and volunteer organizations in Gwinnett County. Individuals may seek membership by application to the Council.
The Council shall:
- Build on community strengths to implement Citizen Corps preparedness programs and carry out a local strategy to involve government, community leaders, and citizens in all-hazards preparedness, resilience and recovery
- Develop targeted outreach for the community, including special needs groups
- Provide opportunities for training in first aid and emergency preparedness
- Organize special projects and community events
- Encourage cooperation and collaboration among community leaders, agencies and disciplines
