Department Director:
Chris Minor

Chris Minor serves as the Director of the Parks and Recreation Department, where he oversees Park Operations, Planning, and Strategy. In this role, he provides leadership and direction for the development and management of parks, recreational facilities, and strategic initiatives that enhance community engagement and quality of life. He also works closely with the Recreation Authority Board and community partners to stay attuned to the needs of the community.
Prior to this role, Chris also served as the Parks and Recreation Division Director, leading recreation programming and operations for aquatic centers, pools, historical sites, and parks. A certified parks and recreation professional, Chris earned a Bachelor of Science in Parks, Recreation, and Tourism Management with a focus on Community Recreation from Clemson University. Chris began his career with Gainesville Parks and Recreation as a Recreation Manager before joining Gwinnett County in 2013 as a Program Supervisor.
Chris resides in Grayson with his wife, Jessica, and their two daughters, Finley and Ashton.

Deputy Director:
Sarah Barlow

Sarah Barlow was appointed Deputy Director in 2025, overseeing the operations the Parks and Recreation Department, including Aquatics, Recreation Programming, and Grounds Maintenance. In this role, she works with an outstanding team of recreation professionals to provide safe, healthy, and engaging spaces for the community.
Sarah has worked with Gwinnett County since 2018, where she previously served as the Deputy Division Director for Parks and Recreation Division under the Department of Community Services. Throughout her career, Sarah's work includes environmental research, conservation education and outreach, and natural resources management.
Sarah earned a bachelor's degree in wildlife management from the University of Wisconsin-Stevens Point and a master’s degree in wildlife biology from Louisiana State University. With this background, she is working to prioritize conservation and environmental stewardship throughout the parks system. Sarah loves exploring the wild spaces in Gwinnett’s award-winning parks and is a minority owner of the Green Bay Packers.

Deputy Director:
Glenn Boorman

Glenn Boorman was appointed Deputy Director in 2025, overseeing the planning, design, and construction of Parks and Recreation projects in addition to managing and planning of major assets.
Since joining Gwinnett County in 2014, Glenn has served as the Construction and Development Manager and Division Director for the Parks and Recreation Division under the Department of Community Services. He collaborates closely with other County departments on intersecting projects that require coordination to ensure residents' needs are met and achieved to meet the Gwinnet Standard.
Glenn earned a bachelor’s degree in landscape architecture from Virginia Tech and has accumulated 35 years of experience in planning, design, and construction of small- and large-scale projects for clients in the public and private sector. A husband and father of two adult children, Glenn spends his free time working in the landscape maintaining a golf course like lawn, golfing, hiking, and generally enjoying the outdoors in any form possible.
