Adrienne S. McAllister

Adrienne S. McAllister was appointed director of Human Resources in February 2022. She began her career with Gwinnett County as an HR Associate III in December 2013. In May 2015, Adrienne was promoted to HR manager and provided HR generalist support to more than 1,300 active employees. In 2020, Adrienne was appointed as deputy director of the HR Operations Division, where she had oversight of HR generalist operations for almost 5,800 full and part-time employees. Adrienne dedicates more than 16 years of HR experience to building a culturally diverse and high-caliber workforce. Adrienne holds a bachelor’s degree from Florida State University.

Raechell Dickinson

Raechell Dickinson joined Gwinnett County Human Resources in 2015. She was appointed as deputy director of the Benefits Division in 2018 and transferred to deputy director of HR Operations in March of 2022. Raechell began her HR career in 2005 and has dedicated her career to public service, previously working at Franklin County Children Services and the State of Ohio Mental Health and Addiction Services. Raechell graduated from Ohio Dominican University with a bachelor’s degree in business administration and has also graduated from the County’s LEAD and Internal Management Academy programs.

Tori Burkholder

Tori Burkholder was appointed deputy director of Human Resources in March 2022. As Benefits deputy director, she is responsible for overseeing the health, wellness, and retirement plans for almost 5,000 active employees and over 1,800 retirees. She started her career at Gwinnett County with the Tax Commissioner’s Office in 2010. She began her HR career in benefits and has experience in various sections throughout HR, including financial administration and vendor management. With over a decade of public sector experience, she is dedicated to delivering high-quality and superior benefits to all of Gwinnett’s employees and retirees. Tori holds her bachelor’s degree in business administration from Georgia Gwinnett College and is also a graduate of the County’s LEAD, EXCEL, and Internal Management Academy training programs.
Deputy Director::
Stephen Hart

Stephen Hart was appointed deputy director of Human Resources on October 13, 2018. Prior to his appointment, he served as the section manager over the Human Resources’ HRIS section for more than five years. He is also a member of the Society of Human Resources Management. He initially worked in the Strategic Business and Development Division of Financial Services where he managed a number of systems-related projects and specialized in system enhancements. Stephen came to Gwinnett with more than eight years of management and process improvement experience in the private sector. He holds a bachelor’s degree in international affairs from the University of Georgia and is a graduate of the County’s LEAD program.
