Strategic Priorities
Gwinnett County has a well-established history of long-range strategic planning to guide its spending and initiatives as it strives to achieve the Gwinnett Standard, a measure of excellence in serving our residents and businesses. These are the top-level priorities as set by the Gwinnett Board of Commissioners.
In fulfilling all these priorities, the County will move as one team, incorporating equity and inclusion in all County operations and creating opportunities for collaboration and engagement. Leadership and staff will embrace sustainability through stewardship of County resources and embrace innovation to find new and better ways to provide services.
Organizational Excellence and Accountability
We will ensure organizational excellence and accountability by attracting and retaining a high-quality workforce that meets the Gwinnett Standard through a total wellness approach to benefits, bold compensation, and workplace flexibility as situations allow. We will also focus on our employees through development and succession planning that encourages professional development, career growth, and advancement opportunities.
With roughly 5,000 employees spanning five generations, holding more than 500 different job titles, and representing numerous backgrounds and cultures, we will foster the diversity and experiences of County employees and implement incentives that encourage increased language skills and abilities to better serve our residents.
In today’s communications environment, we are challenged to find ways to cut through the clutter so that our diverse audiences are willing and able to consume important County information. To better communicate with audiences of all backgrounds, we will use data to better manage our platforms and streamline messages to speak with one Gwinnett voice.
Public Infrastructure
Through investment and asset management, we will expand and enhance our premier public infrastructure to accommodate current demand and future growth. As capital assets and assets committed to facilities and infrastructure reach critical stages of life cycle maintenance, we will maintain existing assets and maximize their use by updating or developing maintenance and assessment plans.
As our population continues to grow, we will make informed decisions and plan long-term for smart growth and infrastructure expansion that impact our ability to provide superior services decades into the future.
Safe, Livable, and Healthy Community
To cultivate a safe, livable, and healthy community, we will provide programs and services that address basic human needs including housing and food security. Our public safety departments will strive to build relationships with the communities they serve by providing risk reduction resources to ensure residents feel safe in their homes. Our focus on mental health will result in an expansion of the collaboration between police and mental health professionals. And alongside community partners, we will make critical services accessible to those in need and focus on efforts that move the needle toward more efficient and effective service delivery, such as a coordinated care entry plan.
Economic Opportunities
Building upon examples set by the Gwinnett Place Mall Equitable Redevelopment Plan and the issuance of Tax Allocation District bonds for the Exchange at Gwinnett, we will pursue economic opportunities and center equity in future development and redevelopment activities that include community involvement and engagement by Community Improvement Districts.
Aligning with our mission where Gwinnett is the preferred community where everyone thrives, economic investment will increase quality jobs and assist minority and women-owned businesses through intentional engagement and department workshops. We will also continue to strengthen resources available through the Gwinnett Entrepreneur Center, which provides training and support to local small businesses.
Sustainability and Stewardship
Based on recommendations from the County’s Sustainability Team and Sustainability Commission, the County will advance sustainability and stewardship by taking actions that conserve green space, reduce energy consumption, increase recycling, improve air quality, and raise awareness of our environmental sustainability issues and efforts.
We will also commit to a secure, innovative, and fiscally prudent digital transformation by considering more open-source opportunities and investing in our technology infrastructure.
The County remains committed to maintaining a financially responsible approach to providing government services. We will use the results of the operational performance assessment to identify what we can do differently, how we can use resources more efficiently and more equitably, what we can reasonably do with the resources we have, and how revenue sources may need to be adjusted.
