  Approval/Authorization for the Chairwoman of the Urban Redevelopment Agency of Gwinnett County to execute a Resolution to specify the principal amount of and rates of interest on the Urban Redevelopment Agency of Gwinnett County, Georgia Revenue Bonds (Gwinnett Place Mall Project), Federally Taxable Series 2021; to accept the winning bid for the purchase of the Bonds; and for other related purposes.   Approval/Authorization for the Chairwoman of the Urban Redevelopment Agency of Gwinnett County, Georgia to execute Amendment No. 1 to Lease Agreement (Building 20) between Urban Redevelopment Agency of Gwinnett County and OFS Brightwave Solutions, Inc. and Amendment No. 1 to Transition Services Agreement between OFS Fitel Services International, LLC and Urban Redevelopment Agency of Gwinnett County.   Approval of delegation of authority to execute any license or lease agreement, or any amendment thereto, related to any portion of property owned by the Urban Redevelopment Agency of Gwinnett County, Georgia, all documents being subject to approval as to form by the Gwinnett County Law Department, in accordance with the following authorization limits based on the total contract amount of the license, lease or amendment: no more than $50,000.00 to be executed by the Gwinnett County Director of Financial Services; in excess of $50,000.00 but no more than $100,000.00 to be executed by the County Administrator; and in excess of $100,000.00 to be executed by the Chairwoman of the Urban Redevelopment Agency of Gwinnett County, Georgia. This delegation does not apply to the conveyance of property interests by the Urban Redevelopment Agency of Gwinnett County, Georgia.
